The 17th Session of the Standing Committee of the 12th National People’s Congress (the NPC) will be held in Beijing from October 30th to Nov. 4th. The Charity Law of the People’s Republic of China (Draft) (中华人民共和国慈善事业法(草案)) will be reviewed during the meeting. It will be the first time for the Charity Law to be reviewed by the NPC after its draft was released for comments in February 2015. The law contains specific regulations on the management of charity funds and charity information disclosure.
The legislative process of the Charity Law started in 2005, when the Ministry of Civil Affairs proposed it to the National People’s Congress and the Legislative Affairs Office of the State Council of P. R. China. It was filed in the legislative plan of the People’s Congress in November 2013 after a delay caused by a series of controversies and debates.
