1. National and regional distribution 

By the 30th of September 2018, 420 overseas non-governmental organizations (ONGOs) had registered their representative offices in China. The United States, Hong Kong, Japan, South Korea and Germany are home to 71.19% of these overseas organizations.

2. Place of registration

Out of the 420 organizations, 71.43% of them registered their representative offices in Beijing, Shanghai, Yunnan, Guangdong and Sichuan.

3. The professional supervisory units (PSUs) of the ONGOs

(1) Overview

Out of the different branches of the Chinese administrative system, the five branches with the most PSUs are the departments (部门) of Commerce, Civil Affairs, Education, and Health, and the people’s organizations (人民团体, a form of government-run civic association). These five branches account for the PSUs in charge of 74.29% of the 420 ONGOs that registered.

(2) Ministerial level PSUs

92 out of 420, or 21.90%, of the ONGOs have ministerial-level PSUs. The remaining 328 ONGOs are supervised by provincial authorities. The top five PSUs at the ministerial level are the Chinese People’s Association for Friendship with Foreign Countries, the Ministry of Civil Affairs, the State Administration of Press, Publication, Radio, Film and Television, the National Forestry Administration and the Ministry of Ecology and Environment, accounting for 51.65% of all ONGOs with ministerial-level PSUs.

4. Fields of work of the registered ONGOs

Looking at the areas in which the 420 organizations work, the five most common areas are the economy, poverty alleviation and disaster relief, education, health and environmental protection, taking up 83.33% of the total.

138 organizations (32.86% of the total) have activities in the whole of China, while the others cover one or more provinces. So far, 143 (34.05%) of the 420 ONGOs only have activities in the province where they are located, while 277 (65.95%) cover more than one province.

6. Place of origin of the ONGOs which have filed temporary activities in Mainland China

By September 30th 2018, there had been 1068 temporary activities filed in Mainland China. 87.45% of the activities were filed by organizations from Hong Kong, the U.S, Germany, the U.K and Macao.

7. Location of the Temporary Activities

60.83% of the 1068 filed activities were located in Beijing, Guangdong, Guizhou, Yunnan and Sichuan.

8. Registration of representative offices and temporary activities by month

The average number of ONGO registrations by month was 20. The month of May (2017) witnessed the highest number with 48.

Overall the record for temporary activities shows an upward trend, peaking in December 2017 with 87.
