On May 19th, the State Council passed the “Suggestions for Promoting Partnerships between Government and Social Capital in Public Service” (关于在公共服务领域推广政府和社会资本合作模式的指导意见) which was drafted by the Ministry of Finance, National Development and Reform Commission, and the People’s Bank of China. The State Council asked all provincial governments to follow the newly published Suggestions in the hope that it will promote public-private partnerships.
Promoting partnership between government and social capital aims to free the market and create more opportunities in many different public service sectors (公共服务领域) including: energy, transportation, environmental protection, health care, and education. According to the notice issued, the State Council has also asked related government departments to simplify administrative procedures, delegate powers, and provide a higher quality of service in order for the public to gain more benefits from public-private partnerships.
