The annual “two sessions” of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and the National People’s Congress (NPC) – are around the corner. The NPC will be convened on March 5th and the CPPCC on March 3rd. This being the first year of the 13th Five Year Plan, the two sessions are set to receive much attention.
The revision of the Charity Law is expected to be one of the focal points. The law’s draft has already been reviewed twice by the Standing Committee of the NPC. On December 27th 2015, the 18th Session of the Standing Committee of the 12th National People’s Congress approved the Draft, which was later released for public consultation. Civil society is now waiting to see if important amendments will be made and how they will work, since they could heavily affect Chinese charities. The revision of the Draft may also reflect the general changes and reforms of China’s legal system over the past years.
