The General Office of the Standing Committee of the National People’s Congress (NPC) has announced that it will hold a press conference on July 1st. According to a notice on the official site of the NPC, the NPC Standing Committee has been deliberating drafts of the ‘National Security Law’ and the ‘Decision on Implementing Oath of Office to Uphold the Constitution (全国人大常委会关于实行宪法宣誓制度的决定草案)’ from June 24th to July 1st. If both drafts are passed, the press conference will invite Han Xiaowu, the vice secretary of the the Standing Committee of the NPC, and Zheng Shuna, the deputy-director of the Legislative Affairs Commission of the NPC Standing Committee to answer questions about both laws.

There is no indication in the NPC notice that the Overseas NGO Management Law will be included in the discussion this time. The second draft of the new law that covers the activities of overseas NGOs in China was placed on the NPC website on May 5th for a one-month public consultation period. The Standing Committee of the NPC generally meets to discuss draft laws every two months. However this time around there has not been any indication that the draft overseas NGO law has been brought to the Committee for discussion.
