The May 24 issue of Beijing News quotes the Minister of Civil Affairs, Li Liguo, as saying social organizations in the categories of philanthropy, social welfare and social services, may soon be able to register directly with Civil Affairs. Registering directly would not mean eliminating the need for a “supervising unit”. Instead, Civil Affairs would serve as the “supervising unit” for these social organizations. This would build on similar regulations that went into effect in Beijing municipality earlier this year. Minister Li said Civil Affairs had already revised the national-level registration and management regulations for social organizations to reflect this change, and are now waiting for the revised regulations to be approved by the State Council.
