The Ministry of Education, Ministry of Civil Affairs and 13 other government departments issued a document titled the “Management of Establishing Adolescent Right Protection Centers Nationwide”.

 

The document is designed to complement the “Management Adolescent Right Protection Center Activity” from 2008 and the “Guideline for Adolescent Right Protection Center Activity” from 2010.

 

It clarifies the priorities and goals of these protection centers and is conducive to guiding young people as well as society to accurately understand the purpose and objectives of the centers.

 

Since 1998, the Communist Youth League of China has been working to set up protection centers for adolescents. At present, there are 4,953 centers across the country.

 

The document sets clear responsibilities for grassroots NGOs applying to build protection centers within their organization structure. These NGOs will have a two-year window for establishing a center. Afterwards, those that pass the local government’s evaluation will be able to continue their operations.
