Dr. Huang Haoming, secretary general of the China Association for NGO Cooperation (CANGO), submitted a position statement signed by 20 Chinese NGOs to the UNFCCC secretariat on the 3rd of December. The statement calls for attention to be paid to Chinese NGOs on the issue of climate change. Its submission highlights the active participation of Chinese NGOs in the UN Climate Change Conference in Paris (COP 21/CMP 11).
All of the 20 NGOs involved are members of the China Civil Climate Action Network (CCAN). CCAN was established in 2007, and cooperates with the Climate Action Network International as an independent Chinese network. The statement includes nine points, including a call for sufficient emphasis on COP 21 by global leaders, and for a binding treaty limiting temperature rise to 2 ºC by the end of this century. The document also urges the participating countries to incorporate climate change into legislation. Furthermore, the 20 signatories stress that NGOs, as a bridge between governments and the people, are essential in the efforts to combat climate change. Channels and platforms should be established for them to join multilateral talks on climate change.
