Since May 1, when the “Guangzhou Fundraising Regulations” were promulgated, four social organizations have applied and received permission to engage in public fundraising for their projects. So far, the process has been quite smooth, though it does take time to prepare the application.
Some organizations suggested there be an online application to simplify and speed up the process. Moreover, it is unclear how many social organizations will be able to meet the conditions spelled out in the regulations. Most grassroots organizations are observing from the side because they cannot meet the registration requirements let alone the fundraising requirements.
