Founded in 1990, the Rosa-Luxemburg-Stiftung is a major political foundation in Germany which conducts political education and promotes a radical perspective and public awareness both domestically and internationally. The Stiftung is closely linked to Die Linke, the German Left Party, and seeks to represent democratic socialism with an international focus.
The China office of the foundation coordinates collaborations between Rosa-Luxemburg-Stiftung and its partner organisations in the country. Key issues of the foundation in China include promoting "socio-ecological transformation", meaning alternative forms of development from the one that is currently being implemented, and "dialogue for a just and peaceful world", which encourages dialogue on past development and new political theories relating to democratic socialism.
