Interview with Ma Yili, head of the municipal Bureau of Civil Affairs, and NPI (Non-Profit Incubator) founder Lu Chao. Ma Yili discusses the change in tone of rhetoric concerning social organizations since the 90s, when the government referred to “cleaning up” social organizations, to more recent years, when the focus shifted to “management and training,” to the present, which has switched to “training and management.” Lu Chao discusses NPI’s work with incubating social organizations, which has included providing office space, registration assistance, small subsidies, and capacity building. He also emphasizes that while government procurement of NGO services is beneficial to organizations, they should not become a “fishbowl fish” who is entirely dependent on the government for sustenance.
