In 2013, the central treasury will for the first time provide a RMB 200 million fund to purchase social services from qualified supporting organizations. The fund will be disbursed through the Ministry of Civil Affairs. It will include approximately 200 grants of around RMB 250,000 to groups aiding impoverished communities in Sichuan, Yunnan, and Tibet; 100 grants to social organizations working on medical aid and disaster relief, with approximately RMB 500,000 grants to local groups and RMB 1 – 2 million grants for national-level organizations; and another 80 grants to social organizations providing community services or elderly care services, with RMB 500,000 grants for local groups and RMB 1 – 2 million grants for national-level organizations.
