The Beijing Municipal Civil Affairs Bureau announced plans to establish a human resource system for the 120,000 full-time staff working in the city’s 7,500 plus social organizations. Unlike government agencies, public institutions and enterprises, social organizations currently lack a standardized human resources system. The Civil Affairs Bureau hopes that this move will help to raise the salaries of social organization staff and promote the professionalization of the nonprofit sector. One can also see this move as part of a larger effort by the government to strengthen its management of social organizations.
