This article in the May 17 issue of the theoretical journal, Seeking Truth (Qiushi) is written by an official in the Communist Party’s powerful Political and Legal Committee, and expresses a concern among conservatives about putting too much emphasis on social organizations, the Chinese term for nonprofits, NGOs or civil society organizations (CSOs). The author states that the concept of “social management” currently being put forth by the Communist Party should emphasize management by government agencies and organizations closely connected to the party-state, rather than devolving management responsibilities to more independent social organizations.
