The Ministry of Civil Affairs (MCA) website released an official notice on June 11, disclosing suspected fraud involving the China Charity Aid Foundation for Children (CCAFC), which came to light in September last year.
In response to issues reported by the public and the media, the MCA set up a special team to conduct a comprehensive investigation.
After investigation revealed that Ke Shanxiao, who had previously received assistance from the CCAFC as a parent of a sick child, began participating in the CCAFC’s Serious Disease Emergency Relief Project (Project Name: 9958) at the Langfang Relief Station in Hebei Province from November 2022.
From June to August 2023, Ke Shanxiao privately raised funds from parents of sick children under the guise of the “9958 Project”, defrauding them of nearly 10 million yuan.
In September 2023, Ke was arrested for suspected fraud, and the case has been transferred to the judicial authorities for further handling.
Additionally, in accordance with the relevant provisions of the “Charity Law of the People’s Republic of China”, and “Foundation Management Regulations,” the MCA has imposed an administrative penalty on the CCAFC, suspending its activities for three months and listing it among social organizations that have seriously violated laws and breached public trust.
Wang Yu, deputy secretary-general of CCAFC and head of the 9958 project, is also suspected of committing a duty crime, and has been transferred to judicial authorities for adjudication.
