From NGOs to Governmental Organizations

In another social management innovation in Guangdong, the Nanhai District of Foshan City announced they would invite NGO personnel to participate in the election of 19 cadres at the vice section level (fukeji). This would be the first time that those outside the state system (e.g. NGOs) joined with those inside the state system (e.g. state agencies, public institutions, and village and community cadres) to elect cadres. NGO personnel would have to meet the same age and education conditions as the participating cadres, and be familiar with civil affairs, community, and social affairs work.
