Discussing the 18th Congress Report’s exhortation to “promote urbanization in an orderly fashion,” the author considers the various challenges facing the urbanization of rural populations. The most crucial, and the precondition for urbanization, is employment. The author emphasizes the need for vocational education, in order to provide them with technical schools and assist them in adjusting to the urban environment. The author also mentions the importance of resolving educational issues such as gaokao or university exam qualification for the children of migrants, and discussing housing and medical issues that plague migrants. The author concludes by stating that this challenge will require innovation in migrant workers’ grassroots Party Committees, unions, and Women’s Federations, and will necessitate full use of social organization services for migrant workers.
