On Nov 3, the Department of Emergency Management, the Central Civilization Office, the Ministry of Civil Affairs, and the Central Committee of the Communist Youth League issued a document on promoting emergency relief.
According to the document, China aims to build its initial emergency relief system with “Chinese characteristics”. The system will feature a grid-based and institutionalized organizational system focusing on communities.
Based on the types of disasters and accidents that might occur in a certain jurisdiction, several emergency relief task forces will be formed to target specific situations. In addition, different service platforms will be put in place for emergency relief workers to match tasks, improve skills, secure resources, and conduct evaluations.
In accordance with the goals and plans, the document emphasized the importance of the enhancement of relevant policies, establishing standards for emergency relief training, and strengthening the daily management of emergency relief teams.
