Role Dimensions:
Staff directly interacting with this post: Protection program staff, health and education program staff; communication team; NBD team, MEAL team, and wider SC community.
External interacting with this post: Universities and research Institutions, International and domestic NGOs, local civil affairs bureaus, and judicial department in project areas.
Travel:
Frequent (7-15 days per month).
Challenging working environment when travelling to the project sites.
Programme Development
• Contribute to the design of cost effective, innovative and high quality protection project proposals working closely with the Head of Protection, project managers and NBD team.
• Initiate and maintain partnership and communications with the relevant external partners to leverage resources, communicate success, and bring about policy advocacy for the program.
• Assisting the award and NBD team as needed with external representation and donor communications.
Programme Implementation
• Work as the budget holder for the safe online project and hold accountable responsibility to project implementation KPIs.
• Lead the development and implementation of annual, quarterly, monthly, and weekly implementation plans (DIP, procurement plan, recruitment plan, MEAL plan, budget phasing, etc), equivalent to PRIME system management and timely review, tracking the activity progress for projects.
• Responsible for the project implementation in the project sites.
• Manage resources to meet project objectives.
• Support the Head of the Protection to maintain the networking, coordination, and management of stakeholders in safe online project at provincial and national level.
• Identify and manage risks, challenges, constrains and opportunities in national and regional level, including security issues.
• Produce high quality donor narrative and financial reports and ensure the coherence between financial and narrative donor reports.
• Plan project closure and transition.
Partnership Management
• Support partners to develop capacity-strengthening plans and provide training and monitoring accordingly.
• Managing sub-awards including draw up a contract/memorandum of understanding, kick-off meeting with partner, monitor risk and financial and operational compliance, verify partner reports through monitoring visits to partners in the field and conduct contract close-out.
Technical Assistance and Program Quality
• Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to provide support on project monitoring, indicator development and monitoring tools development for safe online project.
• Identify program innovation areas and support strategically important projects to experiment with the innovation (such as new intervention models), generate effective tools and experiences for application and future replication.
• Co-lead the development and alignment of key technical and training materials of protection programs.
• Apply new media, online learning and new technique in delivering capacity building initiatives.
Knowledge Management and Learning
• Initiate and coordinate capacity building activities for key protection program staff, including identifying internal and external training opportunities, and organizing peer learning groups and seminars.
• Document, share and present the program overall progress, strategies, learning and good practices on internal and external platforms (including, but not limited to, internal and external annual reports).
• Strengthen technical expertise by keeping up to date on the global debate, and incorporating learning from key research initiatives and regional/global trends to activities and program development.
Communication and Campaign
• Support the communication team for public awareness raising and campaign work.
• Support the communication team to develop information, education, and communication materials on protection.
Others
• An understanding of and commitment to, the aims of SC as an organization working for social change and active in the promotion of the rights of the child.
• Perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team and Save the Children China Programme.

Bachelor degree in project management and development, social work, law, social studies & governance or equivalent fields.
• Familiar with the child protection situation in China, such as rural left-behind children, migrant children and children living in difficulties, and online protection etc.
• Strong strategic thinking and analytical skills to interpret and present the program strategy, approaches and results.
• Fluent oral and written communication skills in English and Mandarin.
• Self-motivate and self-driven and taking initiatives, being innovative.
• Strong team player with competent inter-personal, negotiation and liaison skills. Ability to share information and coordinate efforts within different stakeholders.
• Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy.
