To assist in China’s transition to a sustainable energy future by promoting energy efficiency and renewable energy.
The China Sustainable Energy Program, which has been operational in China since 1999, seeks to support China’s policy efforts to increase energy efficiency and promote the use of renewable energy sources. It works mainly by making grants, mainly to Chinese agencies but also to some US organizations working in the areas of energy conservation and efficiency, renewable energy and clean transportation. A small number of projects are directly managed by the program.
Support is given for work in six areas:
Low-carbon Development Paths [低碳发展之路] – looking at the implications of energy efficiency and renewables for economic growth, especially whether clean energy use has long term economic benefits.
Buildings [建筑] – developing appliance and building energy efficiency policies and building energy codes.
Industry [工业] – industrial energy efficiency policies.
Electric Utilities [电力] – encouraging a shift away from fossil fuel based electricity generation, the adoption of renewables and regulations on air emissions and energy efficiency standards at power plants.
Renewable Energy [可再生能源] – supporting policies that will accelerate the commercial use of renewable energy sources including targets for national and regional renewable energy deployment.
Transportation [交通运输] – supporting policies that reduce carbon emissions from the transport sector leading to improved air quality. One focus is the development and mass production of electric drive technologies.
Sustainable Cities [可持续城市] – supporting policies to reduce carbon emissions and air pollution in new and existing Chinese cities by promoting sustainable urbanization and transportation system development.
Environmental Management [环境管理] - supporting policies to enhance China’s capacity to facilitate the development and implementation of effective sustainable energy policies and climate-change mitigation strategies
Grantees include academic research institutions, research institutes affiliated with government agencies and non-profit advocacy groups.
This program is funded by the US David and Lucile Packard Foundation and, since 2002, the William and Flora Hewlett Foundation. The Program is managed and operated by The Energy Foundation, created in 1991 in the USA by The John D. and Catherine T. MacArthur Foundation and others.
