Recently, the National Disease Control and Prevention Administration, in collaboration with the National Development and Reform Commission and other departments jointly issued a notice to release the National Action Plan on Health Adaptation to Climate Change (2024-2030) (hereinafter referred to as the “Action Plan”).
The notice explains that the Action Plan aims to implement the National Strategy of Actively Responding to Climate Change, strengthen adaptation measures in the health sector, and effectively mitigate the adverse impacts of climate change on public health.
The Action Plan consists of three parts: action strategies and objectives, key tasks, and Implementation.
- Action strategies and objectives
The Action Plan outlines strategies and sets work goals in two main stages.
- By 2025, it aims to improve the working mechanisms, and enhance the construction of monitoring and indicator systems.
- By 2030, it aims to significantly boost health adaptability to climate change and strengthen the climate resilience of public health systems, particularly in key regions and sectors. The Plan envisions fostering a societal environment conducive to healthy adaptation to climate change.
- Key tasks
The Action Plan sets forth 10 key tasks
- Enhance the multi-departmental cooperation mechanism on climate change and health.
- Strengthen policies and standards related to climate change and health.
- Improve early warning systems for climate-sensitive diseases.
- Enhance dynamic assessment of health risks, vulnerabilities and adaptative capacity in the context of climate change.
- Boost the ability to prevent and manage health risks posed by climate change, including improved coordination for health adaptation and targeted interventions for key regions and vulnerable groups.
- Strengthen health protection in response to climate change, including emergency response capacities for extreme weather and climate events.
- Improve the climate resilience of the public health system, including building green, low-carbon health institutions and enhancing their capacity to withstand extreme weather Additionally, improve diagnosis and treatment capacities for climate-sensitive diseases.
- Create a societal environment supportive of healthy adaptation to climate change.
- Accelerate scientific and technological innovation for health adaptation to climate change.

The Action Plan emphasizes that the National Disease Control and Prevention Administration will coordinate with relevant departments to promote cooperation, strengthen policy advocacy and public communication, and ensure that local governments diligently implement the key tasks.
