The Ministry of Civil Affairs (MCA) recently issued an administrative warning to the Chou Pei-yuan Foundation.
The foundation was established in 1993 in honor of Chou, a Chinese theoretical physicist and politician who served as president of Peking University. Over the past few decades, the foundation has gradually developed, and has awarded and funded a dozen projects including a prize for physics and a prize for mechanics. It has also organized influential international exchanges.
According to the MCA, the proportion of the foundation’s charitable expenditure for 2020 was 2.57 percent, which violated Article 29(1) of China’s Regulations on the Administration of Foundations. In accordance with Article 42(1)(d) of the Regulations, the MCA issued an official warning to the Foundation.
In the meantime, under the relevant provisions of the Measures for the Administration of Credit Information of Social Organizations, from the date the administrative penalty took effect, the MCA also included the foundation in its list of untrustworthy social organizations which have violated the law.
