Interview with Zhang Shuqin, founder of Sunshine Village, a Beijing NGO which cares for the children of the incarcerated. Zhang describes trouble registering with the Civil Affairs Bureau, as well as difficulty gaining the support and trust of the public, due to the particular orientation of the organization in focusing on childcare for those in prison. Zhang mentions that her organization was once the subject of a controversy similar to the recent Lankao Fire Incident in which a number of orphans or abandoned children under the care of a woman named Yuan Lihai (See CDB’s View from the Media column about the event). Zhang points out that the best solution in terms of this kind of childcare would be a formalized social welfare system administered by the government.
