The State Council Leading Group Office of Poverty Alleviation and Development issued two documents on August 22, clarifying the procedures for overseas NGOs that want to apply for the Office to serve as their professional supervisory unit (PSU) or as their Chinese partner unit (CPU) for filing temporary activities. The first document, entitled “Work Measures for Processing Foreign NGOs’ Professional Supervisory Unit Applications and Related Matters (Trial)”, outlines the procedures for foreign NGOs that wish to make the Office the PSU for their representative office, while the second document, “Work Measures for Foreign NGOs’ Temporary Activity Filings and Related Matters (Trial)”, explains the procedures for filing a temporary activity in conjunction with the Office.
As ChinaFile reports, this appears to be the first time that a potential PSU and CPU releases formal documentation on the relevant procedures that Overseas NGO partners should follow, and it can thus be considered a step forward in terms of clarity and transparency.
