The 2024 China Foundation Forum Annual Conference was held on November 23–24 in Hangzhou, Zhejiang Province. Jointly organized by the China Association for Non-Profit Organizations and the Beijing Jiye Evergreen Social Organization Service Centre, this year’s event marked the 16th Annual Conference since its inception in 2009. It brought together around 1,000 participants from 32 provinces, including Hongkong and Taiwan.

Under the theme “Trust and High-Quality Philanthropy,” the forum addressed uncertainties posed by rapid global development. Over two days, attendees engaged in diverse activities, including two main forums, 14 side events, a charity market, and a night gala. The AGM convened more than 100 philanthropists, experts, scholars, and cross-sector partners from China and abroad to discuss social changes, trust-building, and shared development strategies.

Opening Ceremony Highlights

At the opening ceremony, Zhang Yu, Deputy Secretary of the Party Group, Vice Director, and First-Level Inspector of the Zhejiang Provincial Department of Civil Affairs, emphasized the growing significance of financial foundations under government leadership. He called for greater standardization, transparency, professionalism, and people-centered approaches to enhance the future impact of foundations.

Yao Yao, Secretary General of the Alibaba Foundation and this year’s rotating chairman of the forum, highlighted the platform’s role in fostering ideas exchange, mutual inspiration, and elevating philanthropy to new heights.

Key Insights from Themed Speeches

In their themed speeches, speakers highlighted the need to reform income distribution mechanisms to build societal trust. Proposals included enhanced redistribution policies targeting low-income groups and senior citizens, particularly in rural areas. Charity organizations were encouraged to create job opportunities through welfare programs for low-income populations, while improved endowment and pension systems was highlighted as crucial for ensuring the well-being of the elderly.

Roundtable discussion

A roundtable discussion titled “Foundation Management Regulation Revision and High-Quality Development” focused on updating the 20-year-old regulatory framework.  Participants emphasized the need to more efficient allocation of resources, advocating for underperforming foundations to exit the sector. Strengthening government oversight and promoting self-regulation within the industry were identified as key steps, alongside the proposal to decentralize regulatory authority to local organizations.

Perspectives on Trust and Quality in Philanthropy

Four delegates shared insights on trust and quality in philanthropy across various levels:

  • Individual (public): Philanthropy should act as a social connector, engaging the public.
  • County Level: Trust is essential for addressing mismatched needs.
  • Small and Medium Organizations: In low-trust environments, organizations must adapt, build strong partnerships, and to focus on practical problem-solving.
  • Media: The philanthropy sector faces credibility crisis and resource shortages. Amending relevant laws and regulations was proposed as an effective solution.

These perspectives reinforced the critical role of trust and effective governance in advancing philanthropy.

Charity Market and Gala: Public Engagement at Its Best

The charity market, featuring 16 exhibitors—including foundations, social organizations, and businesses—showcased projects and products in an interactive setting that energized participants.

On the evening of November 23, the gala further fostered connections among attendees, reinforcing a sense of community within the philanthropic sector.

Diverse Side Events and Forward-Looking Discussions

The 14 side events explored a wide range of topics, including AI empowerment, elderly community development, urbanization and migrant populations, climate change, rural education, mental health, and emergency philanthropy. These sessions provided opportunities for participants to interact with frontline workers and experts, gaining insights into the industry’s societal integration and the future direction.

A Purposeful l and Successful Gathering

The 2024 China Foundation Forum AGM concluded with a strong call to action: addressing the lack of trust and improving the quality of foundations are pressing priorities. The forum provided practical recommendations for the road ahead, emphasizing better communication, resource sharing, and fostering an environment of mutual trust and sustainability.
