On September 27, the Ministry of Civil Affairs issued a draft of the “Measure for Recording Volunteer Services,” for public comment. The draft requires volunteer organizations, public interest-type organizations, and social service organizations to assign a person to verify, input, update and maintain information about their volunteers, and to accept the supervision of the registration management agency (generally the Civil Affairs office), or the professional supervising unit, in carrying out this work.
