According to the article, organizations that show up at the bureau hoping to register directly are often told that they will be notified at a later date concerning the possibility of their registration. The article describes administrators nervously leafing through the new regulation manuals in order to assist hopeful applicants, many of whom seem frustrated at the lack of clarity in the new regulations.
