Promoting Inclusion of Discriminated Groups through Institutional Mechanisms- PIDIM
Bangladesh has a progressive constitution that guarantees the equal rights for all citizens and prohibits discrimination by the State on the grounds of religion, race, caste, sex or place of birth in article 28 (1). The principle of non-discrimination is also enshrined in other articles. However, the Government has difficulties in translating strategies and policies into programs, and these challenges disproportionally affect Dalit and Adibashi (ethnic minorities) living in the plain lands and groups discriminated based on work and descent. The root causes of discrimination and exclusion, leading to a vicious cycle of chronic poverty, are complex and interlinked. Non-inclusive government policy formulation and implementation, exclusion of these groups from highly centralized political processes, social stigma, land alienation and economic exploitation are but a few.
The initiative will seek to (O1) mobilize and strengthen civil society actors who promote and protect the rights of ethnic minorities in the plain lands and groups discriminated based on work and descent. This is a pre-condition for achieving (O2), the development and endorsement of a national strategy for ethnic minorities living in the plain lands and groups discriminated based on work and descent, and the promotion of the establishment of institutional mechanisms (e.g. a dedicated ministry or human rights commission) to implement this strategy.
The action will ensure following results
• Create critical mass and raise collective voice of Dalit and Adibashithe capacity of community leaders, CSO representatives and human rights defenders, fostering collaboration and synergies between existing alliances, platforms and networks who promote the rights of Dalit and Adibashi.
• Public events and media campaigns (electronic and print) will be organized to raise awareness about the human rights situation of Dalit and Adibashi, and the importance of a national strategy and institutional mechanisms to end discrimination.
• To improve the evidence base a call for action will be developed based on available data and literature.
• To fostering a citizen oversee the progress of having institutional mechanisms, a civil society platform will establish at the national level consisting the members of Dalit, Adibashi and Mainstream people.

Establish BBF Mother & Child Hospital and Nutrition Research Centre (BMCHNRC) in Bangladesh
Despite appropriate IYCF interventions for child survival being a significant global priority, there is no
consolidated institution to provide sustainable support, knowledge and skills in Infant and young child
feeding (IYCF) service, training and research in Bangladesh.
The proposal of strengthening of BBF has high level political support the Government of Bangladesh
has allocated land and resources for IYCF & MN in the light of the Honorable Prime Minister’s
directives- “The Ministry of Health and Family Welfare and Bangladesh Breastfeeding Foundation are
to work together & to strengthen the activities on Breastfeeding and Appropriate Complementary
Page 4 of 17
Feeding and Maternal Nutrition;” To extend the benefits to the children and mothers in Bangladesh
and beyond , the initiative of establishing the Centre is an appropriate and essential need.
The Government of Bangladesh has taken various steps to reduce child mortality, safe delivery, child
malnutrition and mortality, improve maternal health, increase exclusive breastfeeding rates and
appropriate complementary feeding practices. Only a few INGOs and NGOs are working partly in this
particular area, there is uncertainty of achievement of the SDG goals by 2030.
The first as well as the facility of its kind in Bangladesh, the Centre for Breastfeeding and Nutrition, in
Bangladesh can serve as a Global Centre of Excellence. The Centre will be exclusively dedicated to
improving maternity services, IYCF and maternal nutrition through service, training and research. The
center will address some of the most critical modern-day global health concerns, including raising the
rates of Early Initiation of Breastfeeding (EIB), Exclusive Breastfeeding (EBF), Complementary Feeding
(CF) and improve adolescent, maternal and child nutrition. The center will exclusively contribute to the
sectors in a collaborative way, working alongside the Bangladesh health system, the international IYCF
workforce and other Governments. The Centre will enrich global knowledge and skills on oketani ( A
unique Japanese Breast massage technique which brings and improves Breastmilk production), IYCF and
Maternal Nutrition; provision of training and educational opportunities will benefit Bangladesh through
an exchange of researchers, trainees and experts.
It is important to note that appropriate IYCF intervention is the most powerful instrument for child
survival (23% reduction of mortality). Yet there is no institutional effort to provide sustainable support,
knowledge and skills to the sectors via services, training and research. The establishment of the Centre
is in line with the priorities of the Government of Bangladesh as it will provide an unprecedented facility
for this important sectors which will bring benefits to Bangladesh and the global community.

Kumi Aids Orphans Project: Vocational Secondary School, Uganda
This project will support this innovative effort to get orphaned girls into secondary school and actively provide the support and resources they need to stay there. It will offer a quality education, free tuition, counselling on reproductive health, room and board, critically important accessible daycare, and an environment that encourages and promotes their education. Pregnant girls will not be expelled but will be cared for – a policy that will drastically differentiate the Kumi Vocational Secondary School from other schools in the district.
With an investment of GBP 77835, this project will contribute to completing the school’s infrastructure. The project is important, as it will ensure that orphaned girls get the secondary school education that is their right. It will model, to the society at large, a radically different yet replicable educational approach that will raise awareness of the dangers facing girls. This project has great potential for effecting larger social change in Uganda.

Empowering Teenage Mothers & Girls through Education and Vocational Training
In Uganda Luuka District where the proposed project will operate, there are critical issues and problems related to education, especially for teenage mothers. The national education system faces challenges such as high dropout rates, limited access to quality education, and insufficient resources to support vulnerable populations like teenage mothers. In addition, cultural and societal barriers often prevent teenage mothers from accessing education or pursuing vocational training.
At the local level, the situation is even more challenging, with limited resources and infrastructure for education, including inadequate facilities and equipment. These issues disproportionately affect teenage mothers, who are often overlooked or discriminated against in accessing education.
The proposed project aims to address these critical issues by providing access to education and vocational training for teenage mothers, enabling them to acquire skills and knowledge to improve their lives and the lives of their families. By empowering teenage mothers, the project will contribute to reducing poverty, promoting gender equality, and improving the overall well-being of the community.
