Under the supervision of the Climate and Energy Project Manager, the Consultant shall perform the assigned tasks aimed at working with partners to facilitate and advance energy transition efforts in Shanxi (hereafter “the SX initiative”).
The Consultant will be for an initial term of 6 months, with the potential to extend based on program needs. The Consultant must be presented in the office at least 2 days per week (7 hours per day with 1 hour un-paid lunch break) and available to join occasional field trips throughout the contract period. Travel costs will be reimbursed at cost.
Main Responsibilities:
· Coordinating with research partners to prepare research outlines, proposals, and budgets to NRDC;
· Supporting the Project Manager to ensure high quality research is designed and carried out that promotes and supports strong coal reduction and energy transition strategies and actions at the provincial level;
· Monitoring the progress of research and taking necessary steps to ensure the research is going on as planned;
· Organizing initial, mid-term and final expert review meetings and giving timely feedback and guidance to research partners;
· Drafting synthesis notes and reports based on partners’ research outputs regarding the SX initiative;
· Organizing outreach events related to the SX initiative with NRDC’s China Communications team, as appropriate;
· Providing the Climate and Energy team with timely, accurate and quality updates and input about the SX initiative to assist with the preparation of project progress and financial reports to funders; and
· Keeping abreast of the latest policy and technical developments in Shanxi province in energy sector, concerning coal consumption, new energy progress and energy transition related economic and social topics.
Qualifications:
· Master’s degree in energy, environment, public administration, or a related field, or 2-3 years of working experience in a related field or organization; or bachelor’s degree with extra 3 years of working experience in a related field or organization.
· Strong competence in project management and coordination; excellent research and writing skills in both Mandarin and English.
· Broad knowledge of environmental, clean energy and climate change policy in China and abroad, and experience conducting environmental/energy data and policy analysis.
· Strong interpersonal and cooperative skills, as well as the ability to work well with policymakers, research institutions, universities, companies, and other NGO partners.
